PRESIDENTIAL AMNESTY PROGRAMMES IS DESIGN FOR THIRTY THOUSAND YOUTHS IN NIGER DELTA REGION.



As a Beneficiaries of the Presidential Amnesty Programmes, we must take into consideration of some critical departments in the Office, if we really want the program to succeed. I represent the voice of the Voiceless as far as am concerned. 

Why every SA fall into temptations, after occupying the Office of the Special Adviser to the President on Niger Delta and the Coordinator of the Presidential Amnesty Programme? As a people, we fail to identify problems in the Amnesty office. The leaders of various phases 1, 2 & 3 and the critical stakeholders of the Presidential Amnesty Programme need to have a rethink , if they really want the Amnesty Programme to succeed. Then, we need to do something different and get different results for the sake of posterity.

I will never keep quiet any longer simply because I  am a real beneficiary of the Presidential Amnesty Programme. We take oath with the Federal Government of Nigeria in year 2009 Disarmament process and  Demobilization process in Obubra camp in year 2010 , that, we will make peace, keep peace and build peace in the NIGER DELTA REGION AND NIGERIA AT LARGE. 

The failure of every SA in the Presidential Amnesty Programme, emanated from the Precurement unit, Administrative unit and Legal units, this three units are very powerful in terms of Administration and Contract matters in the Presidential Amnesty Programme.




NIGER DELTA Leaders need to put a sitelight into this three capable units ,so that , we can get it right. Not every vendor or companies is capable of training or empowering our Ex-militants.  This is a pure militants Programmes known as "NDDRP" Nigeria- Disarmament, Demobilization and Reintegration Programmes for 30,000 Youths from the Niger Delta region.

It is very imperative to demonstrate the facts that,  DDR Programmes all over the world is purely handle by expertise/consultants.  In the present happening in the Presidential Amnesty office, consultant's are not part of the management teams, they are discribes and identify as the lower Management staffs. While civil servant proclaim themselves as the Top management staffs who do not even have the basic knowledge of the Presidential Amnesty Programmes, that is the fundamental reasons, every Coordinators,  who was appointed to the Amnesty office always get it wrong because of wrong advice giving to them by the so called " civil servant who peceived themselves as the Top management staffs.

NIGER DELTA Leaders, we must fight back to correct this abnormalities in the presidential Amnesty Office.  Amnesty office is not Ministry of Niger Delta Affairs or Niger Delta Development Commission (NDDC). 

 This is a militants office for God sake,  we the Ex-militants will not allow any body or groups of cabal to destroyed the Program for us. It is time to do the right thing and get the right results as far as the Ex-militants is concerned.

The Progressive Youths leadership Foundation PYLF of Niger Delta, appreciate the National Security Adviser for his bold steps taking so far in order to correct some wrong happenings in the Presidential Amnesty Programme. 

We also advise that, the National Security Adviser should carry out wide consultations and appoints some one ,who really understand the core mandates and Principle of the Presidential Amnesty Programme.

2. Contractors /Vendors should published the Names of the Delegates to the public domain before given them their empowerments.
3. The appointee should be given Free hands to negotiate a trust worthy civil servant to occupy the three units, Head of Procurement unit, Head of Administrative unit and Head of Legal unit.
4. The various units Head of consultants should be given opportunities to be part of the Management teams in order for the Coordinator, to have a right hand information of the various departments.
5. Every supply and others contracts should be disclose to the owners of the Programme for Transparency and accountabilities.
6. Amount of money assigned for empowerments of every delegates/beneficiaries of the Programme should be disclose to the public for accountabilities so that contractors will not manipulates the process.
7. Graduates, under the Presidential Amnesty Programmes, should be given job opportunities in order to integrate them back to the society.
8. The salary of the Consultants staff in the Presidential Amnesty office should be review and corrected for the principle of distributive and Economic justice sake.
9. Presidential Amnesty Office should send our delegates for abroad training and scholarship that is the beauty of the Presidential Amnesty Programme. We want our people to be exposed both locally and internationally.
10. The issue of house allowance should be also review for the Ex-militants.

However, this problems identify hereinafter, will go along way to resolve some of the conflicting issues affecting the productive and effective working system of the Presidential Amnesty Programme.  Presidential Amnesty Programme do not need too much of contractors to do a perfect job. Few credible vendors/companies can transparently and productively trained and  empowered the  delegates of the Programme.
